La désinformation d'origine étrangère : une menace pour les États membres de l'Union européenne // Foreign-origin disinformation: a threat to European Union Member States

Sciences Po Grenoble-UGA (www.sciencespo-grenoble.fr) et le laboratoire CESICE (www.cesice.fr) recrutent un·e doctorant·e en droit public sur un contrat de 36 mois à compter du 1er octobre 2026.
La thèse de doctorat s'inscrira dans le cadre du projet multipartenarial DemoCIS (Démocraties, citoyenneté et institutions face aux transformations des espaces publics), financé par le plan d'investissement « France 2030 », sous la houlette de l'Agence nationale de la Recherche, avec pour ambition de faire émerger des programmes de recherche à même de répondre aux grands défis sociétaux.

DemoCIS est un projet de recherche de grande ampleur qui a pour objectif de repenser les fondements de la démocratie à l'ère des crises politiques, sociales et informationnelles. Il est porté par l'Université de Lille et rassemble 8 établissements interdisciplinaires en SHS (Sciences Po Lille, CY Cergy Paris Université/Sciences Po Saint-Germain-en-Laye, Université Jean Moulin Lyon 3, Université Grenoble Alpes, Sciences Po Grenoble-UGA, Inria, CNRS et IMT).

Le·a doctorant·e travaillera sur la menace que fait peser la désinformation d'origine étrangère sur les États membres de l'Union européenne (le choix des États membres étudiés reste à effectuer). L'objectif de la thèse est d'analyser les réponses juridiques apportées aux menaces de désinformation venues de l'étranger dans un petit nombre d'États membres, ceci afin d'en évaluer l'efficacité mais aussi les limites dans une perspective comparatiste. L'analyse portera à la fois sur les instruments juridiques nationaux et européens. Il s'agira d'une thèse de droit public avec une ouverture interdisciplinaire vers la science politique.

Sciences Po Grenoble - UGA (www.sciencespo-grenoble.fr) and the CESICE research center (www.cesice.fr) are recruiting a PhD student in public law on a 36-month contract starting on October, 1st 2026.

The PhD thesis will form part of the DemoCIS multipartner project (Democracies, citizenship and institutions in the face of transformations in public spaces) funded by the ‘France 2030' investment plan, under the leadership of the National Research Agency, with the aim of fostering research programmes capable of addressing major societal challenges.
DemoCIS is a large-scale research project aimed at rethinking the foundations of democracy in an era of political, social and informational crises. It is led by the University of Lille and brings together eight interdisciplinary institutions in social sciences (Sciences Po Lille, CY Cergy Paris Université/Sciences Po Saint-Germain-en-Laye, Université Jean Moulin Lyon 3, Université Grenoble Alpes, Sciences Po Grenoble, Inria, CNRS and IMT).

The successful PhD candidate will work on the threat posed by foreign-origin disinformation to the Member States of the European Union (the specific Member States to be analysed are yet to be determined). The aim of the thesis is to analyse the legal responses to threats of disinformation originating from abroad in a small number of Member States, with a view to assessing their effectiveness as well as their limitations from a comparative perspective. The analysis will focus on both national and European legal instruments. This will be a thesis in public law open to political science approaches.
